Necromunda is a game which will be played on a message board, different forums being different areas. For example, there is a forum called Filth Heap (a settlement), in this forum there could be different areas, started by the moderators, like Outlying wastes, Baazar, Town jail and courts, fighting pit and other locations.
Moderators will decide over many matters of chance and will also play different NPCs (non-player-charecters). The moderators have the power to have you thrown in jail for a crime you may not have commited, they can have you attacked by scavvies or plague zombies (or worse) while you travel through the wastes, but they do not have to, they could make you get lucky at a game of cards and win a large sum of creds or you could stumble upon some ancient, very valuble archeotech.
This way the moderators have control, but not complete control, and please obey the moderators, unless it is something to do with the story (eg some watchmen come and drag you to court, you could say "But as they try and drag (player's character name) away he struggles desperatly and tries to break free...." then the moderator might let you escape or say that the guards are just too tough and strong). If you disobey the rules then you might be banned, but as I have been banned before (from Discworld RPG, they were really boring and wouldn't let me be a different race), you may email me and ask (with a good reason, or explantion) to be unbanned, and I will consider letting you return.
